Niue has operated as a platform for third-party numismatic programs since the 1990s, with its government licensing its sovereign issuing authority to bullion and collector coin producers — most prominently the New Zealand Mint. The Gorgons issue belongs to a wave of mythological-themed silver rounds marketed under Niuean authority but conceived, designed, and distributed almost entirely outside the island's 1,600-person population, which has used New Zealand currency for everyday commerce since 1969.
