Niue's bullion and commemorative program, administered largely through the New Zealand Mint, expanded aggressively in the early 2010s as the island's government leaned into numismatic licensing as a revenue stream — the actual GDP of Niue being insufficient to sustain much else. The goldfish series tapped demand from East Asian collector markets, where the fish carries strong associations with prosperity and luck.
