Niue has served as a licensing jurisdiction for bullion and collector issues since the 1990s, its monetary agreement with New Zealand allowing it to authorize coins that circulate legally but are produced entirely for the international collector market. The Golden Eagle series is one of dozens of wildlife-themed programs issued under this arrangement, with production handled off-island by a contracted mint rather than any Niuean authority.
