Gimli — the dwarven warrior of Tolkien's Fellowship — appears here under a licensing arrangement between the New Zealand Mint and the Tolkien Estate, which has granted rights to a rotating series of character issues struck for Niue since the mid-2000s. Niue's arrangement is unusual: the Pacific microstate lends its legal tender status to an enormous volume of numismatic product it has no domestic use for, a fiscal structure that generates meaningful revenue for an island of roughly 1,500 people with almost no other export economy.
