Niue has a long-standing arrangement with private minting firms — principally the New Zealand Mint — to produce commemorative silver issues sold directly to collectors, with the Niue government receiving a licensing fee and the coins carrying legal tender status almost entirely on paper. This piece was struck in 2013, which places it at the very beginning of the Euromaidan protests; the demonstrations that began in November of that year would escalate into the removal of President Yanukovych and Russia's annexation of Crimea by early 2014. Commemorating an ongoing political crisis mid-event was an unusual editorial decision for a numismatic issue.
