Niue has issued silver bullion and themed collector coins under licensing arrangements since the 1990s, contracting production through the New Zealand Mint and later other private minting houses. The "Eternal Love" release belongs to a wave of heart-shaped and romantically themed issues that flooded the collector market around 2010–2012, most sharing near-identical specifications and targeting the gift and novelty segment rather than serious numismatic buyers.
Niue's legal tender framework allows it to authorize foreign-produced commemoratives under its sovereignty — the coins satisfy legal requirements without ever being intended for domestic circulation on an island of roughly 1,600 people.
