Niue has functioned since the 1990s as a licensing vehicle for the New Zealand-administered mint program, producing legal tender coins that circulate nowhere and are minted entirely for the collector market. The elephant-themed silver rounds issued under this arrangement have no meaningful connection to Niue's economy or history — the island's population hovers around 1,600 — but the legal tender status satisfies the technical requirements for coin classification rather than bullion.
