Niue has operated as a platform for novelty bullion licensing since the 1990s, leasing its sovereign issuing authority to foreign distributors — in this case almost certainly the New Zealand Mint, which holds a long-running licensing arrangement with the territory for Disney-themed silver rounds marketed as legal tender. The $2 face value is nominal; no one has ever spent one.
