Niue has functioned since the 1990s as a licensing issuer for collectible coinage, producing legal tender coins that circulate nowhere and are minted entirely for the numismatic market. The "Bailey" designation refers to a themed series rather than a monetary function — Niue's arrangement with the New Zealand Mint allows it to authorize silver issues under its sovereignty while retaining none of the distribution infrastructure of a conventional monetary authority.
KM#1335 sits in a crowded field of similar Niue issues from this period, most with mintages kept deliberately low to sustain collector demand.
