Belize gained independence from Britain in 1981, so this note was issued while the territory was still British Honduras in transition — technically governed as Belize from 1973 following the name change, but not yet sovereign. The Government of Belize issuing authority, rather than a central bank, reflects that transitional administrative reality; a proper monetary institution would not be established until 1982.
Bradbury Wilkinson printed the bulk of British colonial and Commonwealth currency through this period, and their intaglio work on Caribbean series was generally among their more refined output. The watermark remains the sole mechanical security feature — modest even by mid-1970s standards.
