Palau has operated a prolific commemorative coin program since the 1990s, licensing its sovereign mint authority to produce collectibles largely marketed to European and Asian collector markets — this piece never circulated in Palau and was never intended to. The "Creation of the World" series drew on religious iconography to target Catholic collector demographics, a calculated commercial decision rather than any expression of national identity for a country whose own currency in daily use is the U.S. dollar.
