Obverse description The Public Seal of Niue occupies the central field, consisting of a circular medallion bearing a stylised native plant motif, encircled by a laurel wreath and surmounted by a royal crown. Below the central device, two crossed swords are depicted beneath a ribbon scroll bearing the motto ATUA NIUE TUKULAGI. The legend PUBLIC SEAL OF NIUE arcs above the central roundel. The issuer NIUE and date 2023 are inscribed in the upper field, with the denomination 2 DOLLARS placed in the lower legend.

Niue's role as a Pacific issuer for high-end collector silver has less to do with the island's 1,600 residents than with a licensing arrangement that gives the New Zealand-administered territory a useful revenue stream and overseas mints a sovereign vehicle for premium numismatic products.
