Niue has operated as a reliable vehicle for licensed numismatic issues since the 1990s, its sovereignty making it legally capable of issuing currency while the actual production and distribution is handled entirely by commercial minting partners — in this case almost certainly the New Zealand Mint. The Harry Potter licensing agreement that underpins this series is held by Warner Bros.
