Niue has leveraged its currency-issuing rights under its free association agreement with New Zealand since the 1990s to produce a continuous stream of legal tender collectibles, none of which meaningfully circulate on the island's population of roughly 1,500 people. The coins are a fiscal instrument, not a monetary one — the entire program exists for export to collector markets.

Charles III's effigy appearing alongside Garfield the cartoon cat on a sovereign coin is, legally speaking, unremarkable; Niue has paired the monarch's portrait with properties ranging from Star Wars characters to Pokémon. Garfield debuted in Jim Davis's syndicated strip on June 19, 1978.
