Niue has operated as a licensing hub for themed legal tender since the 1990s, issuing collector coins under New Zealand's monetary umbrella — an arrangement that gives the coins genuine legal tender status while keeping production economics firmly in the hands of outside mints. The All American Comics #16 issue commemorates the 1940 debut of the original Green Lantern, Alan Scott, a DC character whose publishing rights history is considerably more complicated than his fictional one.
