Päts declared a state of emergency in 1934, dissolved parliament, and governed Estonia by decree until the Soviet occupation of 1940 — at which point he was deported to the USSR, where he died in a Soviet psychiatric facility in 1956. His rehabilitation in Estonian national memory came only after independence was restored in 1991. Niue's fractional gold program pairs him here with Charles III purely as a licensing vehicle; the Estonian connection is historical, the Niue connection is none.
