Niue has operated as a prolific bullion and numismatic licensing territory since the 1990s, contracting with private mints — primarily Perth and New Zealand Mint — to issue collector pieces under its monetary agreement with New Zealand. This Sphinx issue is part of that commercial pipeline, not a product of any Niuean monetary policy decision. The face value is nominal; no one spends these.
