The Farmer's Joint Stock Banking Company of Green Bay was chartered under Wisconsin Territory's relatively permissive free banking framework, which allowed institutions with thin capital reserves to issue their own notes provided they deposited acceptable securities with the state comptroller. The system produced hundreds of small-note issuers across the Midwest in the late 1840s, many of which failed within a few years of opening — a category these notes fit squarely into.

Rawdon, Wright, Hatch & Edson printed for a vast number of state-chartered banks during this period and would go on to become one of the founding firms of the American Bank Note Company in 1858. Wisconsin achieved statehood in 1848, just one year before this note's issue date.
