Andorra's coinage authority used the 1998 Nagano Winter Games as one of several Olympic licensing opportunities during the 1990s, a decade when the principality leaned heavily on commemorative silver issues to generate revenue — actual circulation coinage being largely unnecessary in a territory that relied on French francs and Spanish pesetas for everyday trade. The 2 Diners denomination existed almost exclusively in this commemorative capacity.
Bishop Joan Martí i Alanis, who co-governed Andorra as one of its two co-princes from 1971 until 2003, appears as issuing authority here rather than the French Republic — a detail that reflects Andorra's unusual feudal diarchy, still operative under its 1993 constitution.
