Vietnam's 1981 note series was issued under the centrally planned economy following reunification, when the State Bank operated under strict Soviet-style monetary controls. The 2 Đồng occupied an awkward middle denomination during a period of chronic inflation that would eventually render the entire pre-1985 series essentially worthless — the 1985 currency reform replaced 10 old đồng with 1 new đồng, wiping out purchasing power accumulated over years of state-managed shortages.

Print run of just over 12 million is modest for a circulating note of this period, suggesting limited regional distribution rather than nationwide release.
