Issued as part of the United Nations Food and Agriculture Organization coin program, which enlisted member states to produce themed coinage promoting agricultural awareness and food security. North Korea's participation in FAO issues is an oddity — the country was in the grip of a famine that had killed an estimated 240,000 to 3.5 million people through the late 1990s, depending on the source consulted. Whether the timing reflects institutional inertia, a desire for foreign currency, or something else entirely is not documented.
