Fukien (Fujian) Province maintained its own regional banking infrastructure well into the Republican period, and the Fukien Provincial Bank continued issuing notes even as Japanese forces controlled significant portions of the coast and the provincial capital Fuzhou changed hands repeatedly during the early 1940s. The 1941 dating places this note squarely in that unstable period.
The chiao denominations of this series were workhorses of small daily transactions in the interior, where Nationalist currency policy tried to maintain a functional money supply in contested territory. Notes of this type were frequently re-issued, overprinted, or replaced as political control shifted.
