The Northwest Branch of the Chinese Soviet Republic Government Bank operated out of the Shaanxi-Gansu border region during the mid-1930s, when the Communist base areas were under sustained Nationalist economic blockade. Access to paper and conventional printing materials was severely constrained, which is precisely why cloth was pressed into service as the substrate for this issue. It was a practical response to a supply problem, not an aesthetic choice.

The Shaanxi-Gansu Soviet area notes are among the rarest surviving physical artifacts of the pre-Long March communist administrative apparatus. Most were withdrawn and reissued or destroyed as the base areas consolidated after 1935.
