Beei Hai Bank (北海銀行) was established by the Communist Party's Shandong-Jiangsu Border Region government in 1938, the same year this note was issued. It was one of several regional banks set up under CCP administration to fund guerrilla operations and displace Japanese puppet currency from circulation in contested territory.

Notes from this inaugural year are among the earliest in the Beei Hai series and were produced under wartime conditions with limited printing resources. Survival rates are low.
