The Bank of Shansi, Chahar and Hopei was established by the Japanese-backed provisional government in Peiping in early 1938, explicitly to replace the currency of the Central Bank of China and Nationalist-affiliated institutions across occupied northern China. Notes from this bank were legal tender within the occupation zone but were rejected outright in unoccupied territories, creating sharp informal exchange rates along front lines.

The 1938 date places this note among the earliest emissions — issued while Japanese military administrators were still consolidating monetary control over the three provinces named in the bank's title.
