Portuguese municipal chambers issued their own emergency cédulas during the copper coin shortage that followed the First World War, and Setúbal was among dozens of concelhos that filled the gap between 1917 and 1922. The Banco de Portugal could not supply small-denomination coinage in sufficient volume, leaving local commerce effectively paralyzed for transactions below a few centavos — hence the proliferation of these hyper-local paper substitutes, valid only within the issuing municipality.
At 2 centavos, this is the smallest denomination in the Setúbal municipal series, and redemption was theoretically guaranteed by the câmara's treasury. In practice, many were never redeemed at all.
