Portuguese municipal paper money of this type emerged from a severe coin shortage that gripped the country between roughly 1917 and 1925. The national mint simply could not keep pace with demand for small-denomination coinage, so local councils — câmaras municipais — were authorized to issue their own cédulas, small-format emergency notes that functioned as fractional currency within the issuing municipality's commercial zone.
Coimbra's series is among the more carefully produced of the municipal issues, though like most cédulas these circulated hard and are commonly found with folds and soiling. The 2 Centavos was the lowest practical denomination issued — below this, paper was barely worth the printing.
