Portuguese municipal chambers issued small-denomination cédulas during the cédula crisis of 1917–1921, when a chronic shortage of bronze coinage — caused largely by metal hoarding and wartime disruption — forced local governments across the country to print their own emergency paper fractionals. Coimbra was among dozens of municipalities that did so under official sanction, though the quality of paper stock and printing varied considerably from town to town.
The 2 centavos denomination is among the lowest face values in the entire Portuguese municipal cédula series, produced at a moment when even such trivial sums were genuinely scarce in daily transactions.
