Cobija was Bolivia's only Pacific port until the War of the Pacific (1879–1884), after which Chile seized the entire Atacama littoral and left Bolivia permanently landlocked. The port's loss remains a live political grievance; Bolivia still maintains a navy, trains it on Lake Titicaca, and has pursued international legal action at the Hague over coastal access rights as recently as 2018.
This coin belongs to a series honoring Bolivia's historical departments and significant sites — a quiet act of institutional memory for a coastline the country has not governed in over a century.
