Army canteen vouchers of this type were issued to British soldiers as a rationing mechanism — limiting alcohol consumption rather than facilitating it freely. The Victorian detachment designation places this within a specific unit's canteen economy, where vouchers circulated as internal scrip redeemable only at the unit canteen, not for cash.
These survive in tiny numbers because they were destroyed upon redemption. Most extant examples were simply never used.
