Tamarite de Litera is a small municipality in the Huesca province of Aragon, and like hundreds of Spanish towns it issued its own emergency fractional currency in 1936 after the Civil War's outbreak froze the normal banking system and drained coins from circulation almost overnight. These hyper-local emissions — collectively called billetes locales or moneda de necesidad — were typically produced in tiny quantities on whatever card stock the town hall could source, and Tamarite's pieces are among the more obscure survivors of that phenomenon.
The thick card construction was a deliberate choice, not a shortage workaround — card wore better than thin paper in daily market use.
