The Republican government's failure to maintain adequate coinage supply in 1936–37 forced municipalities across loyalist territory to paper over the gap with locally authorized notes — often printed on whatever stock was available, signed by the alcalde, and accepted purely on community trust rather than any formal banking mechanism.
