Grain rationing in China officially began in 1953 and persisted in various forms for nearly four decades, with municipal grain bureaus issuing their own local ration coupons — valid only within their jurisdiction — to prevent cross-regional arbitrage. Nanjing's bureau administered one of the larger urban systems in Jiangsu Province. These coupons were demonetized nationally in 1993 when grain rationing was formally abolished, after which most were discarded or pulped.
The 2.5 kg denomination is among the less common fractional units in municipal grain coupon systems, which more frequently issued in whole-kilogram increments.
