The Maison du Colon in Algiers functioned as a social and administrative hub for French colonial settlers — and briefly, following the November 1942 Allied landings in North Africa, as an American Officers' Club. This scrip was issued to facilitate internal transactions during that occupation, bypassing the complications of exchanging military payment certificates or French francs in a semi-formal mess environment.
The 2.5 franc denomination is the telling detail: it reflects local pricing structures, not American monetary habits, suggesting the scrip was designed with existing canteen tariffs in mind rather than imposed from above.
