Beschrijving voorzijde The obverse of this rectangular gold bar-style coin features the Public Seal of Niue rendered in fine detail at the left, enclosed within an ornate cartouche and surmounted by a crown. The denomination '2.5 DOLLARS' is inscribed in an arc along the upper portion of the field, while the weight and purity specifications '0.5g' and '999 FINE GOLD' appear prominently to the right in the open field. The date '2021' is displayed in the lower portion, flanked by decorative dot separators. The overall composition is set against a polished, mirror-like gold field with a fine beaded or milled border framing the rectangular planchet.

Beschrijving keerzijde The reverse commemorates the Latvian independence and democracy referendum of 3 March 1991, featuring the principal question posed to Latvian citizens inscribed in three lines across the upper field in Latvian: 'VAI JŪS ESAT PAR DEMOKRĀTISKU UN VALSTISKI NEATKARĪGU LATVIJAS REPUBLIKU?' ('Are you in favour of a democratic and independent Republic of Latvia?'). Below the inscription, two ballot boxes are depicted side by side — the left bearing 'JĀ' (Yes) and the right bearing 'NĒ' (No) with a cross struck through it, symbolising the overwhelming affirmative vote of the Latvian people. A horizontal ruled line separates the ballot imagery from the date legend '1991. GADA 3. MARTA TAUTAS APTAUJA' (People's Poll of 3 March 1991) inscribed along the lower margin. Decorative cross motifs appear at the lower corners, echoing traditional Latvian folk art symbolism. The design is struck in high relief against a polished gold field within a fine border.
