The Propinsi Sumatera emergency issues of 1947 were produced under conditions of active Dutch military pressure — the first "Police Action" began in July of that year, and the Republican administration on Sumatra was operating with severely disrupted supply lines and no reliable access to the central government's printing facilities in Java. Bukitinggi, high in the Minangkabau highlands, served as the de facto Republican capital of Sumatra throughout the independence struggle, which is why the city's name appears as the place of issue.

The fractional 2½ Rupiah denomination reflects real purchasing-power conditions at street level, not a bureaucratic quirk.
