The large legend DE NEDER LANDEN arcs across the upper field, flanked by a decorative border of twelve European stars interspersed with ribbons and wave motifs. At center, the large letters ECU dominate the field with a vertical mast and rigging motif superimposed, evoking Dutch maritime heritage. Jan Adriaanszoon Leeghwater was a 17th-century millwright and hydraulic engineer whose drainage schemes transformed vast tracts of waterlogged Holland into productive farmland — most famously the Beemster polder, completed in 1612 and now a UNESCO World Heritage site. The ECU series issued by the Netherlands in the early 1990s used Dutch historical figures as a vehicle for the currency experiment preceding the euro, with Leeghwater appearing alongside scientists and statesmen rather than monarchs or military figures.
The X# prefix in standard references indicates a non-circulating commemorative struck for the collector market, not legal tender in the conventional sense.
