The BCEAO's long-running 2000 Francs series is notable less for its design than for its administrative churn — the signature combinations across this single type number at least a dozen pairings, reflecting the rotating finance ministers of eight member states alongside the changing governors of the central bank itself. The right-hand signature is the national minister, varying by whichever country's turn it was to hold the rotating presidency; the left is the BCEAO Governor, a Dakar-based appointment. José Mário Vaz, who signed the 2011 issue, later became President of Guinea-Bissau in 2014.
Dating gaps in the series — notably 2006, 2008, and 2010 — suggest print runs were skipped rather than lost from the record.
