The lower register carries a validity clause, the issue date 'Kiel 1. Sept. 1923', the dual authority line 'Der Provinzialausschuß + Der Landeshauptmann', and three manuscript countersignatures. |

Issued by the provincial treasury of Schleswig-Holstein rather than by a bank, this note is Notgeld in the strict fiscal sense — emergency expenditure paper authorized by a regional government body struggling to meet payroll and operating costs as hyperinflation made Reichsbank denominations obsolete within weeks of printing. The Landeshauptkasse Kiel was the central cash office for the provincial administration, giving these notes a quasi-official character that distinguishes them from the purely municipal Notgeld flooding Germany at the same moment.
Hartung & Co. in Hamburg were handling enormous print runs for multiple northern German issuers simultaneously in 1923. Quality control suffered accordingly.
