Panormus — modern Palermo — was one of the few Sicilian cities granted the status of Roman colony under Augustus, a distinction that came with the right to strike local bronze coinage. This privilege was not universal; most Sicilian communities had lost their minting rights generations earlier. The city's colonial status is directly why this coin exists at all.
