Ivan Čehok, mayor of Varaždin, distributed these novelty notes during his 2009 re-election campaign. The denomination — 16 Kuna — referenced his candidate number on the ballot, a fairly direct piece of political branding that sidestepped any confusion with genuine currency by design.
Not legal tender at any point. Printed on plain paper, not the cotton-linen substrate used by the Croatian National Bank for circulating Kuna notes.
