The Europa-Thaler series was a privately issued commemorative program — not struck by any sovereign mint under government authority — produced to capitalize on growing enthusiasm for European political integration during the 1970s. The 1978 issue coincided with the first direct elections to the European Parliament, scheduled for June 1979, which generated significant public interest across member states. Being the 15th in the series, production was handled for the collector market rather than any monetary purpose, and distribution moved primarily through coin dealers and subscription programs rather than banks.
