The Ural Cossack Army issued its own currency in 1918 as the Russian Civil War fragmented monetary authority across the former empire. The Urals Cossack Territory — centered on Uralsk, on the Yaik River — maintained a degree of administrative independence from both the Bolsheviks and the White Army hierarchy, and these notes reflect that autonomy. The 1,500-rouble denomination is among the higher values in the series, issued at a moment when inflation was already eroding purchasing power fast enough to make large denominations necessary almost immediately.

Karпichenkov and Fomitsev as signatories remain obscure figures outside specialist literature on Civil War regional finance.
