This is not a circulating banknote but a philatelic-numismatic souvenir issued by Italy's Ministry of Cultural Heritage to commemorate the State Polygraphic Institute itself — the same institution that printed it. The circular logic is deliberate: the note is both the subject and the artifact.
The 1500 Lire denomination was never legal tender. Such "folder issues" from this period were sold through philatelic counters bundled with commemorative stamps, targeting collectors rather than commerce.
