Turkey's FAO coinage of the early 1980s was issued during one of the country's most turbulent political periods — the September 1980 military coup had dissolved parliament and suspended the constitution just months before this series entered production. The FAO program, a United Nations initiative encouraging member states to mint coins promoting food and agricultural development, gave the military-led government a convenient avenue for internationally respectable currency issues while civilian institutions remained suspended.
The two-year emission span across 1981–1982 reflects production continuity under the National Security Council's interim administration.
