Norges Bank issued this piece specifically for the 1994 Lillehammer Winter Olympics — the last Games held under the old two-year alternating schedule before the IOC shifted winter and summer events to separate four-year cycles. Lillehammer was awarded the Games in 1988 after a campaign that beat out Östersund and Anchorage, partly on the strength of Norway's existing winter sports infrastructure and its proposal for environmentally conscious venue construction.

The .917 fineness places this squarely in the 22-karat crown gold tradition long used for bullion and commemorative issues. KM#451 is the gold issue within a broader Norwegian Olympic commemorative program that also produced silver pieces across multiple years.
