Togo's authority to issue commemorative coinage is itself a complicated matter — the country is a member of the CFA franc zone, where monetary policy is controlled by the BCEAO, yet a parallel stream of collector issues bearing Togolese authority has been licensed through external minting arrangements, primarily with the Bavarian State Mint and related European contractors.
