Togo has no independent monetary policy — it is a member of the West African Economic and Monetary Union, which fixes the CFA franc to the euro and centralizes currency decisions in Dakar. The 1500 francs denomination exists nowhere in everyday Togolese commerce; it was engineered purely for the collector market, a face value calibrated to sound plausible while remaining entirely fictional in circulation terms.
