The Dresden series, issued under the Republic of the Congo's now-notorious numismatic program, appeared just one year after the city's 800th anniversary celebrations and amid sustained international attention following the 2002 return of trophy art looted by Soviet forces after World War II. Congo's use of gold fractionals in this period was driven almost entirely by the collector market — these coins never circulated, and the issuing authority had no meaningful independent minting infrastructure, contracting production through European facilities.
