Somalia had no functioning central government in 2000 — the state had collapsed in 1991 and would not see a recognized transitional authority until 2004. These millennium issues were produced entirely for the collector market by a private minting arrangement, a common mechanism for nominal African issuers during this period who licensed their sovereignty to foreign mint contractors without any domestic monetary infrastructure to speak of.
